I'm running a pretty old i5 cpu that has served me well but it feels like the bottleneck in my new obsession - PUBG. This is what I have:

CPU:
Intel i5 2500K LGA1155 3.3GHz CPU (overclocked to 4.4ghz with a Corsair H55 liquid cooler)

MOBO:
ASRock Z68 Extreme4-Gen3 Z68 4xDDR3 3*PCIex16 GBL RAID

RAM:
G Skill 8G(2x4G) DDR3 1600Mhz PC12800 RL 9-9-9-24(CL9D-8GBRL)

GPU:
Asus NVIDIA 1060 6GB

PSU:
Silverstone 750w

HDD:
OCZ 120G Solid 3 SLD3-25SAT3-120G SATA3

A friend has the same gpu but newer cpu and more ram and is averaging 20-30 fps more while on higher graphics settings. I was thinking of changing out to an i7 but not sure if that is wise on this mobo? And how about more ram? Should I not bother and just build a whole new PC?

Not sure how you think you're going to upgrade on the same mobo - to what, a 3770? Minimal gains to be had there.

Yeah, a new CPU will mean a new motherboard, which will also mean new ram cos you'll need ddr4

Hrmm okay. No half measures then. Will wait a bit longer and build something decent from scratch.
