That doesn't really make sense qmass. Nobody bases their judgement of a school on their moustache policy before they go to it - but then they are subjected to it there and have no choice. Can't really leave a school without it costing you a lot.

All private schools make it obvious what their grooming standards are at the time you enrol and you accept the conditions of attending that school. As they state here:

'The Academy has established rules on personal appearance and dress which students are expected to adhere to.'

Just because the kid got his facial hair early doesn't give him a pass. Soon as you start growing that s***, welcome to the world of grooming. The excuses from the family are such horses***. Google shaving myth, the web is covered with articles disputing the claim that shaving makes facial hair grow faster and the stuff about bringing shame to his family?
