Is he using XP?

Check to see if there are filters set up in the router that are stopping his IP address from sending/receiving packets.

Have you pulled the power from the router and modem, let simmer for 5 minutes then chuck the power back in?

start -> run -> cmd -> ipconfig

are the dns servers the same on both?

start -> run -> c:\windows\system32\drivers\etc
open hosts file in notepad.

are there any funky entries?

if no to both, do an ipconfig /release and then ipconfig /renew on his pc and see if it starts to work.

So you post because you're too f***ing retarded to figure out a problem yourself and then get up someone when they ask what you've done thus far with the settings.

can your brothers computer connect if one of the other computers is left off? I don't know about the stock firmware and how many TCP connections it has max but maybe you're somehow maxing out the connection table? His PC isn't the one whose MAC address you cloned in order to get the internet to work is it?

Check the DNS settings, do a ipconfig /all. Make sure it is pointing to the correct gateway. Check the port settings in the router. Flush the dns, it's all worth a try.
