Im pretty sure this is about the emergency response (or lack of) following the hurricane, rather than the fact that they didnt stop it before it hit :P

emergency response would have been adequate had everyone evacuated like they were well forewarned to.

I'm sure emergency response was as fast as safely possible. It's not like they sat around thinking "nah, let's just wait another couple of days, they'll be right!"
